LL11 (Local Law 11) Architects and Engineers
Now referred to as the Façade Inspection Safety Program of New York City (FISP), LL11 was originally established in 1998. But even before that, Local Law 10/80 established regulations for the inspection for buildings of more than 6 stories.
LL11 became FISP in 2013, with engineers and architects satisfying the role of Qualified Exterior Wall Inspector (QEWI).
Tasked with performing inspections on behalf of building owners at arms’ length every 5 years, these professionals are also required to file an inspection report describing the status of the exterior walls.
Should repairs be required, a detailed report addressing deficiencies and a repair schedule is also required.

LL 10/80 was introduced in 1980 in response to a fatality caused by falling masonry. FISP is, therefore, an effort to minimize the potential for fatalities and injuries provoked by buildings which require maintenance to ensure public safety.

Total LL11 Compliance, with SUPERSTRUCTURES
Critical examination of exterior walls is mandated to be performed by a QEWI (Qualified Exterior Wall Inspector) within a two-year window during the current 5-year examination cycle.
All exterior building walls are earmarked for inspection. Walls located less than 12 inches from an adjacent building are excluded.
The NYC Department of Buildings (DOB) requires a report be filed within 60 days of completion of the final inspection and no more than 1 year following the physical examination (scaffolding).
Based on the QEWI’s report, buildings are then classified under the headings of Safe, Unsafe, or Safe with a Repair and Maintenance Program (SWARMP). For the latter, a timeline for the work must be produced, scheduled and adhered to.
Unsafe conditions must be reported immediately by the QEWI to the DOB, at which time the building owner has 30 days to correct the building’s deficiencies.
